A gas burner that clicks and won't light is nearly always a clogged igniter port or a burner cap sitting slightly off. Electric elements that stay cold are usually the element or the receptacle it plugs into, and people usually miss the receptacle.

Whirlpool ranges come in gas and electric, and they break in almost completely different ways. On gas models the igniter is the big one. A weak igniter still glows, but it doesn't pull enough current to open the gas valve. So the burner clicks and never lights, and the igniter looks fine the whole time it's failing. That's why we test an igniter instead of just looking at it. On electric models the bake and broil elements usually fail where you can see it, often with a bright spot or a break in the coil. The infinite switches behind the knobs (they set how hot each burner gets) are the usual reason a burner is stuck on high or won't heat. Glass tops add one more thing to think about. A cracked glass top gets replaced, not repaired, and you should know that cost before anyone starts. Whirlpool parts are easy to get, so most of these are done in one visit.
