Tumbling but not heating is the thermal fuse or the heating element, and a thermal fuse almost never blows without a reason. That reason is nearly always poor airflow, so if you replace the fuse without clearing the vent, the new one just blows too.

Whirlpool dryers are about as repairable as anything in an Arizona home, and the list of problems is short. When one won't heat, it's the heating element, the thermal fuse or the thermostat. Pay attention to the thermal fuse, because it's a safety part, not a part that wears out. It doesn't fail on its own. It blows because airflow was blocked. Put in a new fuse without cleaning out the vent and the next one blows too, sometimes within a week. So we check the vent as part of figuring out what's wrong, instead of calling the fuse the problem. Noise is the other common call. On these dryers it's nearly always the drum rollers, the idler pulley or the belt. They're all cheap parts, and they get noisy well before they fail. Fixing a dryer at the rumbling stage costs a fraction of what it costs once the belt snaps.
