Tumbling but not heating is the thermal fuse or the heating element, and a thermal fuse almost never blows without a reason. That reason is nearly always poor airflow, so if you replace the fuse without clearing the vent, the new one just blows too.

When a Samsung dryer won't heat, it's the heating element, the thermal fuse or the thermistor (a small temperature sensor), and which one failed tells you something. A thermal fuse is a safety part, not a part that wears out. It doesn't fail on its own. It blows because airflow got blocked. Put in a new fuse without cleaning out the vent and the next one blows too, sometimes within a week. So we check the vent as part of figuring out what's wrong, instead of calling the fuse the problem. The other call we get a lot is a dryer that runs but shuts off early with the clothes still damp. That's usually the moisture sensor bars reading a film of fabric softener as dry clothes. Cleaning them is often the whole repair, no parts needed. Drum rollers and the idler pulley are the usual cause of a rumble or squeal on these dryers. Both are cheap parts if you catch them before the belt or drum gets damaged.
